Foundations are player-built structures that only serve as foundation necessary for building Facilities. These foundations comes in a variety of shapes to better suit the terrain.

While they have some leniency in building compared to bunker blueprints, they can't be built on Road, rocks, Beaches, paved areas, or Bridges. They can be built on cliffs and even protrude a bit over the water.
Foundations can be upgraded into Concrete Foundation with Concrete Materials, which only increases their health. The concrete needs to dry for 24 hours (you can still build on foundations even when they're wet).
Pillboxes, Dug Foxholes, Trenches, and Bunkers can't be built on top of them.
All foundations consume twice as much Maintenance Supplies compared to normal structures in order to prevent decay. The consumption rate is the same for all tile shapes, which incentives players to build larger foundations to minimize consumption.
