While placing it, the Gate automatically attaches itself to existing Gates and Walls. Hold Shift to deactivate this.

It prevents enemy infantry and vehicles from accessing an area. Friendly players can open and close the gate with E, either on foot or from any vehicle. An open gate automatically closes after 10 seconds.
A lone Gate across a road can be used to slow down enemy vehicles tring to speed through an area.
At Tier 1 the gate is see-through. Bullets and other hitscan projectiles (30mm, 40mm, etc...) can pass through it, only the fence posts at both ends can block them.
Tier 2 Gate technology must be fully researched in the Weapons and Structures Tech Tree in order to be constructed.

Tier 3 Gate technology must be fully researched in the Weapons and Structures Tech Tree in order to be constructed.
Since the Tier 3 Wall requires Concrete Materials it must dry for 24 hours during which it is more vulnerable the wetter it is.

Keep in mind that gates do not shoot at the enemy and so have limited defensive value on their own. In most cases, your gate should have active defenses, like Rifle Pillboxes, in front of it.
Trivia
Prior to Update 1.52, Gates would stay open/closed until the faction who constructed it interacted with it again. Due to this, this required additional awareness, as opened gates could let enemy players/vehicles through to an area.
This was later changed so that it would close automatically, in a larger anti-griefing response, where increased alt behavior led to the destruction of numerous equipment from both factions.
