The Emplacement House (also known as a Mortar House) is a defensive world structure equipped with a fixed Mortar platform that can be used to defend besieged towns.
Construction
It cannot be built, it is found in certain towns in the world. Their location is indicated by an icon 
on the map.
Reconstruction
A destroyed Emplacement House can be rebuilt using a Construction Vehicle and 200 Basic Materials if the nearby Town Base or Relic Base in its Zone has unlocked the Fortifications 
upgrade.
Use
Weapon Platform
It is a small modified Garrisoned House with its roof removed and a mortar platform installed on the "top floor", accessible via a ladder (Press Spacebar to climb).
Unlike other mortars, a single soldier can use it effectively. There's no distance selection, you directly aim with RMB at targets (up to 100m away) and the mortar shell is perfectly accurate and NOT affected by wind.

Inventory
The mortar platform has an inventory that can be accessed with E. It can hold 50 Mortar Shells, 50 Mortar Shrapnel Shells, 50 Mortar Flare Shells, and 50 Incendiary Mortar Shells.
Defensive Position
Friendly soldiers can climb on its top floor to get the high ground and find some cover. The ladder being the only access gives some protection, however the top floor is still pretty exposed as it lacks a roof.
Resistance
It is immune to small arms fire and 12.7mm machine gun fire. It is pretty resistant to most heavy explosives but is vulnerable to High Explosive damage (Artillery) and Demolition damage.
Bicycle Spawn
When destroyed, the Emplacement House includes a spot where Bicycles regularly spawn.
Tactics
Due to being immovable, and the heavy requirements to rebuild it, it is only useful in a defensive situation, such as sieges.
