Storage
Like other liquid resources, water canisters do not stack in inventories but can be stored in the stockpile of Liquid Containers and Liquid Transfer Stations. Full canisters can be crated/uncrated in the menu of a Seaport, Storage Depot, or Shipping Container using the RMB
context menu (need 1 water canister to make a crate). A canister's encumbrance depends on how much fuel is left in it.
They can be transported by Fuel Tankers, Liquid Containers, Small Liquid Container Cars, Shipping Containers (in crate form), or Pipelines.
Tips
Water is the only way to put out fires, so it is very important to have a ton of water stockpiled at the frontlines in case a fire breaks out.
