Catwalks Stairs are a type of player-built structure specially designed to allow players to move towards raised walkways, which can permit movement above Facilities.
Construction
They must be built on Foundations with Processed Construction Materials. They will automatically snap to Catwalk Platforms and Catwalk Bridges, and vice versa. Holding Shift will disable this feature.
Tier 2 Facilities must be fully researched in the Weapons and Structure 
Tech Tree in order to be constructed.
Tactics
Despite their appearance, the only real use for raised walkways is to allow soldiers to pass above a Railway Track when a long train is on it, which will otherwise block the way.
Despite its appearance, players cannot vault over the guardrail.
