The Supply Consumption Modifier (also known as the Region Modifier) was a building mechanic that would affect the maintenance cost of a specific Region Zone.
Description
The Supply Consumption Modifier was a building-related mechanic that affected the total maintenance cost of all player-built structures within a region zone. It directly tied into whatever was being maintained, affecting the amount of Maintenance Supplies needed to keep those structures alive. This modifier could only be seen on the map when hovering over a region or hovering over a Base stockpile, and its upkeep cost.
There were four levels of the Supply Consumption Modifier, which would multiply the upkeep cost of a supplied area:

)
- Very Good (0.5x)
- Good (1x)
- Poor (2x)
- Very Poor (4x)
Depending on the amount of structures in that region (or the overall performance of that region zone), the Supply Consumption Modifier would change to one of these states.
Trivia
- The Supply Consumption Modifier was introduced in Update 1.52, which overhauled a bunch of building-related mechanics, and introduced various quality-of-life features (including the maintenance mechanics).
- The switch to Maintenance Supplies meant that it was possible to "over-build" a region (i.e. having too many player-built structures in an area), reducing the performance of the region to unplayable levels. In order to prevent this, this mechanic was added in order to curb that.
- This mechanic was eventually removed in Update 1.56 for various reasons, with some being related to players becoming toxic to others due to building in a specific area (i.e. demoing a friendly facility simply because it was "dropping the region modifier").
