The Coal Refinery is a large player built facility structure used to convert Coal into useful materials. It requires power to function and can be upgraded to add more refining options.
It needs to be built on Foundations with a Construction Vehicle and costs Construction Materials.

Multiple upgrade modules exist to add more refining options. Only one can be installed on a facility and it cannot be removed (demolishing the facility will refund the upgrade cost).
Some upgrades need to be unlocked in the tech tree, either under "Facilities (Tier 2)" or "Facilities (Tier 3)".
